Healy, and Jonathan Kassa, Vice President for Operations and Business Development, attended the first of its kind event held at the U.S. Department of Justice.  Over one hundred participants, most of them leaders from higher education institutions and systems nationwide, gathered to discuss challenges and learn best policies and practices towards attaining safer campuses.  Hon. Susan B. Carbon, Director of OVW, and Lynn Rosenthal, White House Advisor on Violence Against Women, addressed the distinguished guests and outlined the aims of the summit as elevating the national dialogue about sexual assault, dating violence, and domestic violence on campus; and to lead efforts to prevent and respond to these crimes.  More specifically, the OVW invitations to the summit established the tone for the event:  “College and university presidents are facing increasing demands to create and sustain a culture of safety. The concerns regarding sexual assault and domestic violence on our campuses make it imperative that leaders in higher education are well informed about the dynamics of these crimes, as well as steps they can take as leaders to both mitigate and prevent crime on campus.”  Facilitated by national experts and federal representatives from across multiple governmental agencies, the panelist discussions and presentations highlighted the work and insight of leading praticioners and researchers helping to frame campus safety issues in higher education.  A significant focus of the summit was the responsibility of institutional leadership of higher education to comply with federally mandated Title IX sexual violence response.  The U.S. Departments of Education and Justice have given a renewed emphasis to the problem of sexual and gender violence on our nation’s campuses following this past April’s announcement by Vice President Biden, along with US Department of Education Secretary Arne Duncan, of the details of the US Department of Education Office for Civil Rights (OCR) Dear Colleague Letter.  The letter provides guidance from the U.S. Department of Education for school administrators regarding sexual violence cases; clarifying expectations of institutions and administrators—while informing students of their rights. Reese, Jr., Vice President for Institutional Equity, Duke University Boston - MH&A completed the first seminar in the series, Navigating Legal Issues Under OCR’s 2011 Dear Colleague Letter, based on needs arising from the April 2011 US Department of Education Office for Civil Rights (OCR) Dear Colleague Letter.  Developed in collaboration with United Educator’s Select Counsel firm Dinse, Knapp, McAndrew, P.C., the seminar provided guidance and clarity for dozens of higher education institutions from across the country regarding federal guidelines to address gender and sexual violence on campuses.  The MH&A curriculum, developed by national practitioners in higher education law and gender-based sexual violence crimes, represents the latest comprehensive scholarship on the topic. In addition to the extraordinary steps institutions have taken over the past several days, including serving as shelters for community members, we offer the following recommendations to aid in future emergency management planning: 1. Use the Hurricane Irene experience to conduct a systematic after action review of the institution’s response and recovery efforts with an eye on what can be learned to improve “the next time.” 2. Review crisis communications plans and adjust/improve to optimize the flow of critical (health, safety and welfare) information between all constituents. 3. If the institution used the national incident command system to functionally manage mitigation, preparation, response and recovery, document the efforts. 4. Use the experience to remind affiliates of the importance of enrolling in the institution’s emergency and mass notification system. 5. Meet with local first responders and surrounding institutions of higher education to review memoranda of understanding and related agreements for assistance during states of emergency. 6. Review the institution’s emergency management training, education and communications for faculty, staff and students. 7.
